AN ORDINANCE condoning all delinquencies of stall rental in all markets including surcharges and penalties for the years 2001 and earlier; and imposing on the remaining delinquency for the years 2002 and later the usual two percent (2%) interest per month but not to exceed twenty-four percent (24%) per year
