an ordinance prohibiting telecommunication and electric power companies operating in the city, and the department of public works and highways and the city engineering office from undertaking repair or maintenance works of telecommunication system, electric power lines or streetlights, as the case maybe, after five o’clock in the afternoon and during saturdays and sundays without duly notifying the nearest police community precinct of the schedule thereof; prohibiting their technicians or personnel from undertaking repair or maintenance works without prescribed company uniform, office/company ID, and using properly marked vehicles with company logo, name or placard, or placing Early Warning Device (EWD) and/or showing or presenting duly issued trip ticket upon demand by authorities for identification purposes
