AN ordinance condoning the taxes, fees, charges, penalties and surcharges covering stall rentals at the four (4) public markets of the City that remain uncollected after five (5) years from their due dates, pursuant to Section 194 of RA 7160, otherwise known as the Local Government Code; and authorizing City Mayor to institute civil action against stall lessees with arrearages which have not yet prescribed
