AN ORDINANCE declaring portion of Barangay Carmen, this city, as calamity area due to the fire that occurred thereat on July 4, 2002; and for this purpose, appropriating the sum of P388,000.00 from the 5% Calamity Fund to be made available as financial aid to the stall holders and other victims thereat whose properties were damaged as a result thereof at the rate of P2,000.00 each
