Emano together with Vice Mayor Michelle T. Spiers, City Administrator-Designate Wilma P. Rugay, City Treasurer Lino D. Daral, Assistant City Treasurer Dixon N. Baconga Sr., and City Budget Officer Zelpha E. Acenas as the official signatories for any transaction with the said bank
