Enriquez Jr., subject to the rules and regulations provided for under the City Codified Ordinance and City Ordinance No. 9119-2004, and of other government agencies covering such operation and submission by the Barangay Secretary of Barangay Indahag of a certification attesting that the signatories of the neighbor’s consent are actual residents of the barangay whose properties are adjoining the proposed tower
